Engine Technology Research

I have a question that I would like explained:

If a ship (doesn't matter which one) has a base speed of X. When you research the next level you get P percentage increase of speed. When you research an additional level of that engine technology you get an additional P percentage of speed boost. Is that additional boost on the base speed or the new base speed due to the added level of research?

For example:

When hyperspace drive is developed to Level 8, the Bomber is retrofitted with the hyperspace engine and can fly at higher speeds. The base speed then becomes 5.000.

So, based upon this, my question can be put in a formula as follows:

X * P = New speed

X= Base speed (in this case 5.000)
P= Percentage of increase (in this case 30%, based upon hyperspace engine)

5.000 * 1.3 = 6500

Now for my question in formulary ways:

Which is correct based upon the last formula:

6500 * 1.3 = 8450 or 5000 * 1.6(60% for two levels of upgrade of engine research)= 8000

It is 30% of the BASE speed per level. It is not compounded. So 5000*1.6 is correct.
