The below summary is based on the fact that your planets are within range of a sensor phalanx.

Launching from a planet to another planet/debris field/colony location can always be lanxed no matter what the mission is, even if the mission is recalled (including deploy missions)

Any mission that involves a moon as either the launch point or the destination cannot be lanxed, even if the start point was a planet. This is why moon to moon FS is the best.

So to sum it all up neatly:
If there is a moon involved then it cannot be lanxed except by popping all the involved moons.
You can follow that rule and apply it to any type of FS and work out if its lanxable.

There are too many types of FS's to post, but a rule is always better to follow imo
