Moon Creation

I was attacked with 60 BS, THe debris was ok, i get the message 19 % chance to form a moon, but there was no moon.
:(

My defense is a little big, 12000 LL, 71 GC, 245 IC, 41 PC, Shields. The battle had only 2 rounds.

The 60 BS was destroyed, my fleet and my defense no.
What fleet should I use to attack my planet to get a moon?

The type of ships used is irrelevant. Moons will be generated using any type of ship.

2M is an approximate DF needed for 20%.

The number if rounds is irrelevant. It can happen in any number of rounds.
