id like to bumb this. this glitch is not in standard because i checked my colonies and they are all not checked for the score board. and if this glitch did happen his tech would still show up.

No, you have to check it, then uncheck it again.

thus, all planets share techs.

Except it doesn't, hence the bug.

so it only effects fleets count?

Unless you do the research on that new colony, it won't show up.
