metal about 3 levels higher than crystal, crystal about 2 levels higher than deuterium... for normal players, but you will find that as you get a more powerful empire you will want to tailor your mines to your own specific needs

Or you can be like me and build whatever mine's cheapest

I would say buy mines and fleet about half and half until you have around 25 22 22 if you are planning to fleet, then pour it into fleet. I would also suggest that at that point you continue to put maybe 20% of your income into mines.
