To be honest the top 10 players are a different story, who cares if their fleet is posted?. If they're attacking here and there?. They don't give a damn about that. In particular, SBT probably knows the size of the top fleeters and, being him a big fleeter and number 2 in rank with such a large difference, it would be very difficult for any of them to really gain much profit from his fleet (correct me if wrong, but i'm sure most of the top fleeters besides SoC have fewer ships than you, not even considering RIPs you may have with your ships for fleetsaving purposes, and SoC is in your alliance thus he won't attack you). I'm sure you'd love having the losers posting the CRs of their loses to know the names of the winners and see who has gotten a nice fleet and, with some luck, get an idea of where it's floating around.
As to "if you want to keep off the radar, don't attack actives" is stupid, not everyone started playing this game at the same time, some joined not too long ago and one of the main appeals of the game is to attack other players, if lower players want to keep attacking and having fun while staying off the radar then they should be the only ones to have to option to post the CRs (the winner that is, if the attacker crashes his fleet on defenses then it's up to the defender to post it).
To post CRs is a kind of trophy, that's why there's a HoF, let me remind you what this means: Hall of FAME. If you feel you did a great hit then you post it, if you did a small hit but profitable then you don't post it, unless you want to, it's up to you as you are the winner in a competitive game and that's your prize along with the pixels of profit.
