I suppose you would be okay as long as nobody in that library ever plays Zorg, but, how would you know?

The powers that be are pretty hot on this, as you have said, that's necessary, it seems harsh, but there is no other way to stop cheating. Perhaps an email to those powers? If you state that you have two devices, two accounts played by two different people, let them know your IP address, it may be a way to get around things?

The problem would be, presumably, you are your girlfriend would want to be in the same alliance. You would want to help each other, trading or passing the allowed amounts of resources between each other. That might look mighty odd to anybody watching what is going on.

Multiplaying in Zorg is quite difficult and a very risky business, especially in the long run as in case of multiplaying, all related accounts are permanently banned.

The real rule is Only one account per real person is allowed.

Follow this and you will encounter no issues.

What about accounts on different servers? Can I have one account on Massacre and one on Standard?

Yes. The rule is one account per server per person. You may have an account on every server if you wish, you simply may not have multiple accounts on any individual server.
