What happens when a planet's energy production falls below the amount consumed by its resource production buildings, that is, when the Total for the Energy column is displayed in red on the Resources page?
I know I can adjust resource production to bring energy used down to the amount being produced, but what happens while total energy is in the red? Is resource production cut automatically? Any other ill effects?

#2Nah no other effects.
Just mines production is cutted low.
They produce less than their potential.
That said, you can always use solar sats and fusion reactors.
Solar sats works more efficiently in hot planets and cold planets make more deut thus makes more sense to use higher levels of fusion.

#4I would think that a hotter planet means better solar plants.
I know solar satellites is tied to how hot the planet is.
But I wouldn't build solar satelittes until you have enough resources to build level 2 grav tech. (Have someone crash you as too many sats attract people in search of easy resources and attacker points.)
You can lower your mines production if you are in red, add some solar plants, solar sats (Though risky as described above), or use fusion reactors to get more energy
