if u logged into the game u are no longer inactive. and if u are talking about ur planets showing inactive on overview.. it means nothing is being done on ur planet.

u can do the followings on ur planets.

construct buildings
research technology
build defense
build ships.

If you're referring to the overview saying your planet is inactive, that just means you aren't building any buildings on it at the moment.
