Yes you can get Rubies without buying, this is done by using the referral system.
If you introduce new players to the game using your referral link at the bottom of the overview screen, you can gain Rubies based off their progress.

Hope this helpsWhenever you refer a player, you get to earn rubies based on his progress:
100 Points -> +10 Rubies
1 000 Points -> +10 Rubies
10 000 points -> +10 Rubies
100 000 Points -> +10 Rubies
This means you can earn up to 40 Rubies from each player you bring to the game. You will be able to track the development of each player you have referred in order to have a chance to help them advance and earn more rubies!
Do not use this feature yourself, multi playing is forbidden and multi players will be permanently banned.
