#4i guess he didnt think it needs explaining. the max of half the res on raids is the same for active or inactive. if it was the way you wanted it, you would have a very tough time finding any inactive planets profitable plain and simple because all it would take is 1 raid and all the res is gone instead of 5 raids in a row. at least the way it is, those planets can produce some res for the next day or next guy raiding it.

#64 reasons to leave it as it is:
-Most of the time, more than 1 players feed from the same inactive. Keeping as it is, helps for a more fair looting and dispersal among attacking players.
-In case an inactive becomes active, it would be good to find something (better than nothing)
-Can create confusion for new players (different loot amount dependable from player activity)
-Creates imbalance in current playing styles as this is a clear advantage for raiders.
