Instead of going through the trouble of checking the IP of a possible imp since it might be the real player accessing chat from a different computer or wireless network, why not have players create security questions and make something like a database of these questions, which would be accessible to permanent chat moderators and administrators.
Each question would have to be unique so it could be associated with only 1 player, and each question's answer would be something that only the real player and the moderators/admins know.
Then if a player's identity is doubted, someone can check the database and ask the player in question (in a chat PM of course) the security question registered to that player.
