I'd just like to point out that "protecting your fleet" means fleetsaving properly and to appropriate moons, which you are (in essence) asking to have removed? MD formula is fine, doesn't matter if you build RIP's nonstop for 50 years, there should always be a safe way for another player to protect themselves from you, assuming they do it properly. What you are asking is for that way to be removed and for you to be given free reign to take what you want when you want, because let's face it, when moon destruction on a mass scale enters the picture, the universe is more of a candy store for big fleets than a strategy game. If a moon is too big to pop, do it the old fashioned way - learn the player, watch and wait for a mistake.
As for your second question, yes that makes sense, if you can build defences you should be able to build silos, they go hand in hand. When you actually stop to think about it though, what's the point? For a defence to be so big that the top fleeters would actually stop to consider launching at it, it would have to be immense - see Torgard's example. And if that was the case, would you really sit there with your mates for hours on end launching hundreds upon hundreds of IPM's at the moon, only to belatedly realise the fleet will barely cover your missile costs? Which is assuming you would have enough time to take the fleet after spending so long IPM'ing down the shell.
