On the contrary, from what i've seen it is actually pretty fair. A lot of defense bashing is done with the aim of punching through to your resources, plus it's not like all of your defense is permanently wiped out, 70% of destroyed defenses will regenerate automatically. Not only that, but in my years here in ZE I have noticed that most defense bashing occurs during a war. And on top of all that, there is such a thing as ACS Defend, if you see the RIPs coming then that gives you SOME time to muster a defending fleet to ninja the attack.
So again, having the option to turn off defenses is pointless and will just take away from the challenge of the game. Plus it would not really make sense to turn off defense, since it would still be physically present and therefore targetable.

I'll also say no to this concept as well, it wouldn't make any sense to be able to move ground based turrets (and shield domes) back and forth like that, since they are massive structures.
If you really don't like losing defense that much, you've basically got 2 options: 1. don't bother trying to turtle 2. build up your shipyards and nanite factories. Just for concise reference, bear in mind that standard server is the slowest out of all the unis, so naturally it will take longer to rebuild there
