You send them a pm in the game. Let them know that your alliance is declaring war on theirs in the forums.
By the way be sure to wait the 24 hour period before you start bashing them.

You don't even know who you are going against other than the name of the alliance???? So what did you do, go looking through the alliance names that began with b, see one with 2 members and go hmmmm, that looks good enough? If you don't even know who their members are or where they are at in the galaxies, how in the hello do you expect to hit them in war? Thank goodness you didn't go through the H's, because I would have made sure we got a noob low enough in points and funded him with ships to whip those stupie war declaring ways out of you. 
I say before declaring war, you know thine enemy.
