Circular Messaging Targeting

Currently, circular messaging may be targeted by the ranks devised in an alliance so that only members of that created rank may receive them.
Yet, no option exists to exclude members of a class from this --
No option exists to include members of another class (say superior officers) from a message directed to, say, lieutenants, grand poohbahs, sinister minions, or whatever have you rank.
And no option exists to specifically message particular members by name.
It would be ideal if circular messaging was modified to permit this.
