Could newly-colonized planets have civilizations already?

But let's say it's not as advanced as we are. Say it's in the industrial era (or even before then.) Or could have a modern civilization with contemporary infrastructure but still pre-warp.
If we land on a planet with a (primitive) civilization already on it, we could have new dynamics, easter eggs, etc. thrown at us.
Some could be hostile and try to slow down our development, or others could be mystical and help speed up our production, etc.
If you look or think hard enough, some space colonization games have that dynamic already.
I wouldn't like to adhere to the Prime Directive and leave primitive civilizations alone if there's a lot that needs to be fixed about them so I'd probably make contact with them in a second.
(However, if I want to just observe them for the time being, I'd start a base in a remote, unvisited region like Greenland's or Antarctica's so none of the indigenous civilizations' citizens would even know we're there.)
