But let's say it's not as advanced as we are. Say it's in the industrial era (or even before then.) Or could have a modern civilization with contemporary infrastructure but still pre-warp.
If we land on a planet with a (primitive) civilization already on it, we could have new dynamics, easter eggs, etc. thrown at us.
Some could be hostile and try to slow down our development, or others could be mystical and help speed up our production, etc.
If you look or think hard enough, some space colonization games have that dynamic already.
I wouldn't like to adhere to the Prime Directive and leave primitive civilizations alone if there's a lot that needs to be fixed about them so I'd probably make contact with them in a second.
(However, if I want to just observe them for the time being, I'd start a base in a remote, unvisited region like Greenland's or Antarctica's so none of the indigenous civilizations' citizens would even know we're there.)

Any idea that constitues something new, is difficult to be added in an existing universe. We do however take in mind ALL suggestions, even dissaproved ones for future releases.
So it really comes down to how ambitious you are with a suggestion. The more comprehensive an idea is with reasoning taking in mind side affects, the more probable it is that it will get the attention needed.
We do not develop the game every day but we have periods of development. The better the game metrics are (active players, income generated) the more time we are able to alocate in development. ZE has changed greatly in last 3 years thanks to generous funding from the Project manager AND the players. You do realize that a new feature, needs development time and we also already have many player suggestions plus our own agenda.
So to summarize, any suggestion ultimately has to compete with the rest of suggestions.
Back on topic, this particular suggestion is a good start and might propel a developer solution to it in the future. But it is crystal clear that as it is now, only the developer can solve it into a real feature. What I mean, is that this is an idea, not a specific suggestion to approve or disapprove.
