Expedition Needs a Tweek

so, why each expedition technology increase the number of expedition fleet you can send out? I can see no real benefit to that.
Whether you send out 1 fleet of 100 ships or 2 fleet of 50 ships, you can only find 10% ships, and just the same you could lose both fleet in black hole
maybe each expedition tech increase the chances that you encounter good event?
