I will move this here because......Currently when you are viewing the galaxy/system and are going for the tooltip and click espionage/recycle/transport you HAVE to have made sure that you were last using a planet menu ( any one of the pages work ) on a planet that HAD espi's/recyclers/transporters in its base fleet first. or that the planet was being looked at before you click galaxy.
IF you did not have espi's/recyclers/transporters on that planet and when to galaxy/system and clicked espionage you will get a message saying Zero probes ( or something else ) are available. There are 2 ways to fix this, ( i like the second way personally )
1) have that same planet scroll button thingy on the galaxy page.
2) make all built espi's/recyclers/transporters universally usable by the entire empire in the first place. meaning if what i described above happened again the difference will be that it doesn't matter if the last base i looked at did not have espi's/recyclers/transporters in its fleet so i can still use probes because espi's/recyclers/transporters would be empire-wide usable.
