first of all, Don't critize, its just a suggest if you disagree a simple no works, if you like and would like to add some feel free.
Here it is:

Code name \"PEA Act\", standing for Perestroika Empires Agreement, the long P word stands for \"Restructuring\", but along with a good name it has a structure of function, as follows:
A form of relief preformed when requested with proof of attack confirmation. Members of the agreement are called on to send hourly amounts of resources to the member requestion assistance from each planet possible, only members that have agreed to and been added to the PEA Form can recieve assistance and give assistance, Members of the PEA that reoccuringly ignore requests for will be have their PEA member status removed and deemed disabled to recieve further PEA Resource assistance, also abusers of the PEA WILL be Deemed a unvaild member and removed.
This would work ONLY within a Alliance, and only the leader could control who is PEA Form Members and who to kick from the Form list. it would work like a circular message but it would be recieved in a private message form. Just help for player and staying within ZE Rules.

I completely disagree with this. Any good alliance would have their members already wanting to help each other. If you are having a problem within your alliance I think it should not be pushed onto other alliances that are already functioning as intended.

which brings the question what if someone is continuously attacked but no one else in the PEA is?

So in short, no. This feature would definitely be abused, probably more than 100 times, and people should learn how to fend for themselves.

well there could be a res cap as in about half of the amount taken so they would only have enough to rebuild fleet and defenses and the rest they have to come up with from their own mines
