No. days for MM 39s to produce enough metal for MM 40 = cost of MM 40 / daily empire production
= 3.63 days
A long way from 447 days. I also add that you can convert your deut production to speed the process, and so in fact in practice I can currently upgrade to MM 40s at the rate of about one per TWO days even WITHOUT raiding. It is reasonably easy to keep safe two days worth of resources
Also, instead of Solar Plants you should be thinking Fusion Reactors for high level mines. With high Energy Tech they give hugely more energy than SPs.
As for the power differential between the most powerful players and the less, firstly this is an inherent issue in all persistent games in my experience. I would not be opposed to some sort of adjustment on this issue, although there is a problem with the 1/5 requirement you suggest Stempf - because fleet points dont count when they are in the air it is possible for a player to manipulate his total points to his benefit. In one game there was a gradated system whereby an attacker would have his attack strength reduced by a percentage if he had greatly more points than the defender (or in some universes it was based on start time).
I would also add that the problem of higher ranked players is not perhaps as great as you imagine, because over time the proportional point difference at least between any new player and the older players should decrease assuming the new player is able to more or less figure out what he is doing. I have passed many players who started before me and the proportional difference in points between myself and the remaining people above me in rank has been slowly but generally steadily decreasing. The reason for this phenomenon is partly something you have already mentioned: the cost of the mines outstrips the increase in their production, allowing newer players to catch up if they enough patience.
