The risk is nowhere near that. There is a ONE percent chance of the mission failing. That's 1 out of every 100 on average, for those of you who don't like math. And that's not even for getting your RIPs destroyed. That's just for the moon remaining un-popped. IF the failure happens, THEN there is a MAX 50% chance of your RIPs being lost. As stated earlier, that is ridiculously low, only 0.5% chance of losing your fleet on a decent sized moon. That's 1 out of every 200 missions. How many people have even done that many MD attempts? As a miner, if, for example, there was a 1% chance of a building failing to upgrade after the building time, and a 0.5% chance of not getting the resources returned to me, I would still build mines. That's not even 1 loss of resources per planet for me right now.
