I have observed, in Standard at least, that several entire star systems are jam packed entirely from slots 1 though 15 with accounts that have been banned quite clearly for 'cloning'

Since all such accounts are 'perma blue' vacation mode for the duration of their ban, these entire star systems cannot be used by other players for any purpose at all whatsoever.

If the ban is of a limited duration, and it is permitted for the cloning account to return again after ban duration, I can well understand why Zorg might not wish to scrub original account.

Yet, I think it would be useful for the various banned clone accounts to be scrubbed.

It would make sense for permanently banned accounts to be treated as inactives and thus wiped with the rest, however if there is a misunderstanding and a player is perma-banned, they need a method of keeping their account safe until their case can be reviewed.
