I suggest that we double black-name player production, and add a planet slot 17
in which 100k/70k/30k is mined hourly. Note: this can ONLY be struck by people in that system.
This will help out the smaller players by giving them targets that the big guys can't hit (unless you're stuck in the same system as on, in which case, move out...)
