how does a rank 1052 get the (n) status next to there name so I can't attack them? is that part of the buffer where I can't hut them because I am under 1000 and they are over 1000?

I am just curious. and also if I declare war on an alliance and they have "new" players with that safety (n) status, will I be able to hit that person? if I can't, can they still hit me?

you can Attack to 1/5 of your points below you, if i can remember right yes a smaller player can hit you but loses the protection for 24 hours.
