How does one go about hiring a mercenary or assassin for taking care of a "problem" ?

Since pushing is illeglal, the only way to pay them that I see is to give them a great trade, or maybe the target is profitable enough. Just tell a high ranking player that you need help.

In similar games head hunting is allowed, resources can be given to a player in exchange for their services. In this game however, because we lack game operators, it cannot be watched over and so can't be allowed to happen for obvious reasons. The most you can do is ask another player for assistance, by providing them with information regarding your target (locations, moons, online times etc) and their fee being the DF they create while dealing with your "problem".

I have to admit that legal head hunting would be a welcome addition in my eyes.

though why would you want to let the higher players know? they'll just grow stronger

sometimes its better to let a high ranked player take care of a fleet thats a threat to you than to let it stay as a treat to you
