ACS defend and moons

I'm getting really confused about some things.
I probed somebody's planet and moon earlier today. A reinforcement showed up on the planet and on the moon. He also has a massive fleet and defense on his planet. Thinking he was offline, I attacked the moon. My intent was to crash the reinforcement on the moon. Then I saw him move his fleet from planet to moon so I recalled my attack. He sent me a PM why I was trying to attack his moon when there was nothing there. This got me really confused.
I checked again the espionage report. There was a reinforcement. But I noticed the reinforcement on his planet and moon are the same. I sent more probes... there was no ACS depo on the moon. So I figured maybe reinforcements on the planet also shows up on the moon.
Next experiment to see if the reinforcement will also defend the moon... When he sent his fleet back to his planet, I sent an attack mission to his defenseless moon (10 espionage probes). Guess what? My fleet was destroyed on the first round.
I'm nearly 100% sure that ACS defend on the planet will also defend the moon and vice-versa. I don't know if it is bug or a feature of the game.
