Anyone is aware how to add a menu link (an icon) on an Android mobile/pc for a webpage ?

Either manually for a start or even better a developer file that users can download and auto-create.

Easy manual way is to bookmark the page and then from the homescreen -> add shortcut -> Bookmark -> Select bookmarked page.
