Fuel Consumption Per ?

I can't seem to underdtamd how the fuel consuption rates are found... is it like over one system? One galaxy? One planet? And example would be the small cargo has a fule consuption rate of 50 and that is only achieved by sending it 86 systems away... but for the large carge is like 65 systems
