Fuel is only consumed when the ship is on a mission, right?

Like I could build a destroyer and it wouldn't consume any fuel until I send it out?

If I had to choose who I would die fighting against, I would choose corrupt government.

Your fleets do not use fuel while sitting stationary on your planet (I.e. when they are shown in your Ship Yard).
