Do the espionage technology upgrades improve something if you upgrade it above level 8?

No, it lets you see others stuff with more information the higher the level and makes it hard for others to see your stuff as well per level.

Upgrading esp technology makes it so that you use less probes to get a full report whereas others use more to get a full report on you
