Are there any laws of an attack like ... "you can't attack the guy, who is weaker than you 4 times" if there is i would like to know all of them ... BTW can i attack inactive players?

You may attack inactive players as many times as you like.

You can attack each active planet 5 times in 24 hours.

noob rules -
Anyone over 100k total points can attack each other
Under that mark you can anyone over 5x you score or under 1/5th

Bashing rules are waved during wars.

The computer will not allow you to attack players that are against the rules to go after. It will also warn you if you are exeeding the five attack rule.

It's 10k noob protection on speed though.

To be exact, on xtreme protection goes to 100k, on all other servers it goes to 10k
