acs depot level 2 on moon acs depot level 1 one planet

The planet xxxxx xxxx needs to have an ACS depot of at least level 2 before you can initiate/join an ACS attack from here.
wel a decided to launch from moon
but it seams a cant
why planets have to do with moons
Robot Factory (Level 10)
Ship Yard (Level 10)
ACS Depot (Level 2)
Lunar Base (Level 11)
Sensor Phalanx (Level 9)
Jump Gate (Level 1)
if you dont have on planet acs level 2 that means you cant attack from moon even if you have acs depot level 2 wery wierd
