Inactive Player Resource Question

Hello, I don't know if I use all the right keyword to find it, not good at deep search, if it has been asked, please my apology. I would like to find out, well, when I was going to attack inactive planet again, for the 6th time, hehe, I had it at 5, anyway, it says I can attack 1 planet 5 times within 24hrs, but, it didn't say anything about the inactive planets. Does bashing rules apply to inactive planets too?
