in ze there is no direct way of pushing invitation to other players. some consider it as spamming so we are glad that this feature is not installed. to recruit new player you do the followings.
1) create an alliance
2) post an alliance recruiting thread on forum (All Universe->Server->Union of Honor->Alliance Recruiting)
3) you establish a credible career in ze if you want to lead and ask players to join you using ingame Private messages or chat private messages.
4) if you want a starter alliance then try to recruit starting players and grow together.
5) there are some threads in forum about how to recruit new players... will ask a moderator to provide the link on here please.
but most of all you need to reach ppl through in game interaction which really means u find players at act.
i am not so sure about your second question. can you rephrase or our resident ambiguity resolver Sloth the language magician might put his thought in it.
