How do combustion and impulse engines affect transit times?

I ask because I recently upgraded my impulse engines from 10 to 11. My inter galaxy travel time went from 26 minutes to at lvl 10.... 26 minutes at lvl 11. Is this normal?
Edited to add: I have combustion 11

If you use slower ships (like cargoes, for example) it will slow your whole fleet down.

Hmmm... Except my fleet times listed above are only using large cargoes. I occaisionally add battleships, which are faster,so that doesn't count.

Large cargos use Combustion Engines. Impulse engine upgrades will therefore not affect LC speed.

Ah, so it's the tech required to build it (combustion) will increase the transit time, gotcha. So by the same logic, hyperspace engines will make my battleships go faster and impulse will make my cruisers and colony ships go faster?
