Nope. If they are inactive, banned, or you're at war with them, the bashing rule does not apply.

Interesting fact though; players will temporarily lose their x5 protection if they are less than 10.000 points and don't log in for 48 consecutive hours.

I am bashing an inactive planet. when I am going to launch for the 7th times, pop up the reminder about the bashing rules. Can I just go for it and ignore the warning ?

You can ignore the warning for now.
It is still being considered if bashing rule will be enforced on inactives. It will be announced if it will be implemented.
