Somebody attacked one of my planet. After the battle, he destroyed almost everything i had. So, message after the battle is this: " A debris field containing 7.980.060 units of Metal and 6.389.850 units of Crystal has formed in orbit around the planet.
The probability of creating a moon is : 18 %"

I don't get a moon, and my debris filed is gone.

The debris field may have already been recycled by the one who attacked you.

Moons are not certain, 18% chance means that you just had that chance, not a guaranteed moon. And like Neo said, people that actively raid usually time recyclers to pick up the debris soon or immediately after the hit.
