Where is the 'send circular' button?

OK, it's just a blind newbie problem, but where is the button/other to send a circular message?

It should be under the "Alliance" page on the left hand menu. It's also possible that you don't have the rights to send a circ. If this is the case, you'll need to PM your leader about it.

Your leader might not have given you the rights to send them though.
