Zorg Empire

In FAQs it says a player can have up to 21 colonies.So far I have nine and when I go to build another I get a message saying I cant build anymore.
Is FAQs wrong?
If not,is there a technology level to be reached before I can colonise further? Or a building level to be reached?

21 planets is the Extreme limit.

I just looked and FAQs in Standard say you can have 21 planets as well. Which is, of course, false. Max of 10 planets in standard (including home) and 1 more if you buy the option with rubies. No bug here.
