Deut Factoring into Fleet Points

Okay, so I always forget if deut is factored or not so I decided to test it myself. I built 1 Destroyer; 60k metal, 50k crystal, and 15k deut. I figured that since 5k res spent equals 1 point I'd either get 22 points if deut doesn't count or 25 if it does. Instead I got 23 points so now I'm even more confused
According to that, a Destroyer is worth 115k res instead of 110k or 125k.

so wait im sorry, u can clear up a bit? A destroyer is worth 115k resources, but i thought it was worth more ?

what he is trying to say is that 2 points are missing from each destroyer you build

Or there's an extra added? I still haven't figured out if deut counts for fleet or not.
