Does anyone have any specifics on how this research works? Does it do anything beyond level 1?

You need it beyond level one, not only because probes require level two, but also because it determines how much an enemy can see of your planet. It also determines how much of an enemy's planet you can see in relation to their tech level. Basically, if you want to attack anything you want as high a level as possible.
