Time stamps??

When going to manage alliance, I see this (22 min) after one of my members names. Is this signify they are currently building or under an attack?
If a member does fall under attack would I get a message to alert me?

Player was online X mins ago.
Last player action X mins ago. Starts at 15 mins to 59. If less than 15, it shows ON. If more than 60 mins, it shows Off.

Only the player action counts. If he was probed or attacked, it won't change the status.

Thank you all for your answers and assistance. Your experience and help is very appreciated. I am curious though. My alliance is very small in comparison to many I have seen. It seems some are very structured. Some have designated positions or duties assigned. Some provide fleets, some are just miners, raiders or turtles. In these situations, how (without getting a message from headquarters) do they know that one of there alliance planets is under attack? I would think there would be some kind of programing that would allow for members of an alliance to be notified of a raid by another planet. I do see there is - within the forum, a place to post alliance attacks. Is this the only way to know?

Upon scrolling through the systems, I find some people have several planets in there colony (system) and not in an alliance. How is it that they have moons developing for each planet? Are they just spending lots of money to buy zorg rubies or are these people getting attacked frequently creating a debris field?

Even if they are not in an alliance, do not mistake to think that they are alone. They also have allies in the game. They have made buddies who helps them to build the moons. Some ppl posts for moon shots as that is one of the popular exchanges in ZE. And of course a big enough attack may produce a moon based on the chance of creating it.
