Declaring War

I'm not sure if this topic is posted somewhere else, but I need something clearified.
Can you declare war, as a person yourself, without your alliance, against an entire other alliance. I'm pretty sure that's what Curtis did to Twin Runes before they split up the first time, but I just want the go ahead just in case I decide to do so in the future. (and with what's going on in an theory I have been putting together, it might happen soon)
