How contracts between alliances are maintained?

I want to know how contracts between alliances are maintained. There are situations like post war agreements, resolves after threats etc. Are there more ways than the mutual agreement and follow through, are the contracts archived?

It is up to the parties invloved to uphold the agreement. The contracts are simple honor bound agreements that either party can break at anytime. There is also no archiving system for these "contracts" as most are simply a mutual agreements and any written ones can be simply saved as notes.

If any of the involved parties break the treaty, is there any penalty to that or is it again only on the alliance members' responsibility to decide the after effect?

That is for the parties to decide. Although the most common penalty is usually just much distrust towards that particular alliance.
