So what is the NEW cheapest way to get a max chance (now 18%). Is it still 2mill debris, or 1.8mill? If so, which type of ship and how many?

It is now 1.8 mil, 50 BS gets you this exactly. I use 50 now

so18 mac eh well thats good i guess, save time, ships and resources, but they should make it less and cheaper ships like 200 or 300 light fighters
