I have heard that upgrading laser, ion, and plasma tech. don't do anything after their initial requirments are met. However, I also heard, it upgrades the chance of rapid fire.........please inform me to the correct answer.......thanks.

They do nothing after the preliminary techs are achieved and there is nothing that promotes/advances rapid fire except the admins once they fix the game engine.
