I looked and looked but failed to find a link on this. Do you get points for building Defences? And if so, what are the ratios?

Yes you do and like all other things 5k res spent = 1 point.

that is only a 1pt/5k ratio on your overview and your overall ranking. the individual rankings for fleet are 1pt per ship no matter what the ship is and 1pt per level of research completed. The overall ranking is 1pt per 5k spent tho
