I already know of one player in the game with weapons 19. You are wrong. Trust me when i say, there are NO level limits.

People don't necessarily want to show what they have on the Score Board. There is an option to disable showing yourself on the Score Board in the Options menu. Being unknown is sometimes better than being known.
